RESUMO

This dissertation seeks to introduce the origins of a dynamic model for analyzing the legitimacy of the coercive armed interventions. It does so by creating an interval of higher and lower legitimacy based on three-level indicators (international organizations, states and individuals) that represent each of the three spheres of legitimacy (legal, moral and politics, respectively). These indicators will be tested on the intervention in Iraq in 1991 and 2003, which will assume different levels of legitimacy in the continuum created. This work contributes to the aggiornamento of the just war classical theory (which only considers legal and moral aspects) and the current debate on the legitimacy of the coercive armed interventions (whose static approach only comprehends the two extremes: total presence or absence of legitimacy).
