RESUMO

The following project deals about the subterranean water inside the context of the socieconomic development that has happened in the societies. Emerge many problems currently the way as the society has been acting and incrising the possibilities of the fountainhead subterranean water. The analysis of these problems makes it necessary in order to be used means to prevent the others that may come to happen, or to care about problems that werent found yet. The environmetal legislation that handle about the water possessions bring protective instruments, but, in general werent sufficiently implemented yet. The public and environmental organs should be conected to certify a suitable administration of the possessions. The dominion of the subterranean water, controversy, lets a gap openned in order to decisions take the lead in an oversight way. Environmental sourses like participation and acess are being lead, because of the government priorities not always suitable for the maintenance of the environmetal balance, and the social power has been the best way to modify this situation. The idea that the water is a basic possession or right, include the subterranean water that exist in a superior quantity than superficial one. Aquifers nowadays suffer with the scarcity of the water and for governments that dont suffer with these problems and owning this fountainhead believe to be safe in this point of. The problems that involve the subterranean water make clear that this feature of the basic right has to be expanded in order to the protection star to be viewed as an obligation for everyone. Although the society has to wake up, see that is hidden in risks, and that all the insurance created can be a reason to be adopted a new attitude less consuming, less fragmented, and elect as social priority the maintenance of life in Earth. The research is bibliographic and the basis methodology adopted is the interpretative analysis, historic and descriptive, without, although, remove the application of the other methods along the dissertation.
