RESUMO

This researchâs central interest was to better understand the way in which the organizations intervene in the local development. The path for this comprehension was traced through a problematization of the articulation between global and local dimensions of the organizational context, using as basis the Institutional Theory. The researchâs main objective was describing and analyzing the way through which the articulation between the institutional context of reference of scientific and technological production and the forms of insertion in the local universities intervene in the local development. The issue of local development was approached from the perspective of the center-periphery structure of the world economic system and from the peculiarities of underdevelopment process. In order to position the agents in the scientific field and in the local power field, it had used Pierre Bourdieuâs theory of social fields. Under a predominant use of the qualitative approach, this work was oriented by the hypothesis that the articulation between the institutional context of reference of scientific and technological production of the universities and its insertion in the local area do intervene in the local development as it translates into positioning in the fields of science and local power. The research strategy was a comparative case study, whose units of analysis were the Graduate Programs in Computer Science in the States of the Northeast Region of Brazil. Through the analysis of the internationalization and local insertion categories, different articulations are characterized, revealing the precedence of the internationalization as the one category with the more relevant intensity. Programs where both categories presented strong intensity, create new possibilities for action and interference in local development. In the states where they are present, the information technology sector became an important productive segment, starting from the researcherâs initiatives in the field of local power
