RESUMO

Fisheries and related activities are extremely important for Brazilian economy and culture. Nonetheless, its sustainability depends on the preservation of natural resources and the management of the fishing activity itself. One of the greatest initiatives for managing industrial fishery by the Brazilian government was the creation of the Programa Nacional de Rastreamento de Embarcações Pesqueiras - PREPS. It aims at providing fishing workers with security, checking the diesel federal subvention and monitoring activities based on fishing permissions, as to minimize conflicts among industrial fleets themselves or among industrial fleet and artisan fishing vessels. Tracking fishing vessels generates geographic positioning records, which may be analyzed geospatially in order to identify areas with high fishing density. Based on this precept, a conceptual model based on technologies from PREPS was developed and implemented. Such model is able to: Select Vessels; Identify Stages and Voyage Periods; Calculate the Frequency Distribution, the Kernel Density Estimation and the Percentage of Participation of records according to types of fishery, target species, work areas, stages, and voyage periods. The next step was to apply the model prototype according to a vessel with a significant volume of records and to all vessels with valid records. At the same time, an algorithm for the Kernel Density Estimation and the generation of dynamic maps showing the fishing records density was created, based on the records identified by the prototype. The final result is a support tool for management and decision-making integrated to PREPS, capable of identifying fishing vessels and generating geospatial analyses for the Web, in a simple, dynamic fashion.
