AnÃlise da ampliaÃÃo do parque nacional de BrasÃlia e de conflitos sÃcio-ambientais no seu entorno: o caso do nÃcleo rural Boa EsperanÃa, DF

RESUMO

This dissertation analyses draft bills of law to establish Nature Conservation Units and the interactive dynamics of social actors involved in socioenvironmental conflicts resulting from these proceedings and focuses on the specific issue of Boa EsperanÃa Agricultural Area that was about to be enclosed by the outer limits of Parque Nacional de BrasÃlia ecological reserve, on account of proposed legislation that had been considered in the National Congress and was signed into law on 8 March, 2006. It also analyses the effectiveness of these draft bills to promote the environmental conservation and sustainability of this Agricultural Area. The methods applied were Thiollentâs research-action and speech analysis methods. The first one consists of alternating the preparation of theoretical fundamentals and activism in order to support the Boa EsperanÃa Agricultural communityâs interests to remain in their residential area. The second one concerns studying the arguments emitted by the actors involved in the focused conflict. As a context approach, this study expounds historical issues on Nature Conservation Units throughout the world and in Brazil, as well as the conflicting patterns of representation of nature within the Western world, according to Godard, and both Brazilian and local land ownership conflicts, including those related to Cerrado Biosphere Reserve. The various sides of land ownership, legal aspects, and land use were tackled, as well as the legislative procedures on draft bills to enlarge the Parque Nacional de BrasÃlia ecological reserve boundaries. The relevant documents and pending affairs were discussed and so were the social environmental circumstances. The results show that the analysed draft bills influenced the conflicts of interest to the detriment of working out a solution to Boa EsperanÃa Agricultural Area, considering that it is a neighbour to Parque Nacional de BrasÃlia ecological reserve. The public management of natural resources lacks a democratic dialog with the communities living in ecological reserves surroundings. As the signing into law of Parque Nacional de BrasÃlia ecological reserve enlargement excluded part of the Boa EsperanÃa Agricultural Area, it implied the local community admission in the residential area and opened up room for exchanges between the Conservation Unit Public Manager and that community, and pointed out the chance for building up a shared land management, as well as the cultivation of democracy in public administrative practices for Conservation Units.
