RESUMO

This study has the objective of demonstrating the use of the bidding to the acquisition of the input in sanitaty work which brings saving and velocity to public administration, improving its efficiency. The Federal Law n 10.520, establishing the bidding to the State, and District together with the Federal Constitution and also with the Federal Law n 8.666/93, against the anxiety of the Brazilian Society that is each time more demmanding to the quality of the public service supplied, claiming for a higher transparency and more accurate control for the achievement of the called social control. A large search has been done in the relevant legislation to the bidding and to the traditional auction besides a bibliographic research in the main authors of the theme. A comparative study has been procceeded to the acquisition of tubes for the use in the work of a sanitary company, when acquired in a bidding, nevertheless to the acquisitions through traditional tender processes. To have this comparision, 26 bidding and 68 traditional tender processes have been studied, from which 10 types of tubes have been selected and collected and their respective prices and deadline for publicity and adjudication. After having collected that material, statistic treatment has been given to be able to compare the velocity and the saving between the bidding and to other tender processes. After the study was done, it was possible to notice a more suitable saving with the use of the bidding in relation to the traditional categories and even a significant velocity to the competitors in relation to the price collection.
