RESUMO

In the process of Environmental Impact Assessment â EIA, it is noticeable an activity which involves a continuous surveillance of environmental resources in a certain way that makes EIA effective as an instrument capable of preventing the pollution of the water resources, as well as the environment degradation. The afore-mentioned activity has been detailed in terms of The Environment Basic Programmes and those Programmes are intended to be the object of study towards such a research. The main purpose of the present dissertation is to verify if EIA/RIMA by means of The Environmental Programmes is in fact an environmental management effective instrument as to the Dam named Jucazinho located in the town named Surubim in the State of Pernambuco. It is well established an excerpt in pertinent literature on The Process of Environmental Impact Assessment and such an excerpt has been placed in the context of The National Environmental Policy as well as in The Environmental Licensing System. It describes The application of Environmental Impact Assessment in Brazil and particularly in the State of Pernambuco, along with those procedures and definitions belonging to this process in which the Environmental Programmes are included. The main conclusions refer to the identification of forty (40) Environmental programmes towards the dam named Jucazinho and their implementation. Such Programmes are performed in compliance with a solid conduct based on the quantification as to accepting the Government norms and rules. The development of programmes is not focalized on the context relative to an environmental management system in which it is possible from the programmes manage that source, but, it advances mentioning some thoughts on the process of Environmental Impact Assessment
