The impact of the new regulatory model of the eletricity industries in the Celesc / Impacto do novo modelo regulatório do setor elétrico : o caso da Celesc

RESUMO

The aim of this study is perform the impact of the new regulatory system imposed by the Federal Law n 10.848/04, the so calling Desverticalization Law of the electric industries, in the context of the Centrais Elétricas de Santa Catarina S.A. Celesc. The organization Centrais Elétricas de Santa Catarina S.A. Celesc is a state owned company, controlled in majority of the shares by the state but with private investors sharing the companys decisions. With the accelerating changes in the electric ity industry, and thus modifying some managerial and operational characteristics of the organization, the chance to study the impact of these changes in the largest electrical distribution company of the state was presented. Among the most significant results of this research, the complexity of adopting the methodology for building the tariffs imposed by the regulatory agency ANEEL was verified, as well as the difficulties arising from the implementation of the ghost firm in the organization Centrais Elétricas de Santa Catarina S.A. Celesc. Others developments was reviewed in its organizational structure, resulting in the desverticalization of the structure. As this is a recent case, initiated in 2004, there are still several referrals to be implemented and the consequences of adoption of this new regulatory model of the energy industry still will emerge over the coming years
