RESUMO

In Peru a fourth of childrens population younger than 5 years old present a chronic malnutrition and this indicator has remained almost the same since 1996. In Puno the problem is even larger because of social and political conditions. After the structural adjustment provoked by the changes of the economic system, half the Peruvian population, passed into the status of poverty and a quarter part to the extreme poverty; being affected the access to the foods by the Peruvian families, it is here where the alimentary politic was a part of the program. In government of Alberto Fujimori and Alejandro Toledo the financing in alimentary programs was increased, working to improve these programs management and development. Product of this social reality, the Peru is in the alimentary insecurity. In spite of initiatives and efforts accomplished by the Peruvian State to decrease the alimentary insecurity, we can still observe public and private institutions in the juxtaposition of implementation of alimentary policies. The objective of investigation was to describe and analyze the process of formulation of the policies of alimentary security of the department of Puno - Peru in the period since 2001 to 2006. We use the approach theoretical-methodological of the cycle of politics, emphasizing on the model of ―multiple currents‖. The study of case used the documentary revision and the depth interviews applied to the ―main informants‖. These reports were processed, described and analyzed to characterize the national and regional context; obtain thoughts and opinions from people involved in food security policies creation; identify entrepreneurial politicians that facilitated the reconstruction of the moment of pre-decision, decision and the opening of the ―political window or political opportunities‖ that conducted to the formulation of the National Strategy of Alimentary Security 2004-2015 and Regional Strategy of Alimentary Security Puno 2006-2015. We verified these policies still have difficulty to take effect, existing an empty of responsibilities and an articulation with the sectorial plans, in spite of having gotten out general support of the politic community for its formulation. Being observed that the government of Alexander Toledo (2001-2006) promoted the dialog and the negotiation with the civil society, still insufficient for the confrontation of the alimentary insecurity.
