RESUMO

The Health Promotion is a field that can contribute with the rupture between old and new practical in health through a renewal of the contemporary sanitary thought, supplying elements to the transformation of the status quo and the production of independent and socially solidary citizens. With this vision, the Project Healthy City in north-eastern of Brazil (PMSNB) is developed in five cities of Pernambuco - Bonito, SairÃ, Barra de Guabiraba, SÃo Joaquim do Monte and Camocim de SÃo FÃlix - and its aim is to establish mechanisms of articulation and joint implantation of the proposal between the population and the public power in a intersectorial cooperation of the state through the democracy and popular participation. OBJECTIVE: To know the vision, on the Health Promotion and those pillars (Intersectorial Action and Social Participation) in cities that make part of the PMSNB, from the look of the cities secretaries. METHODOLOGY: A qualitative research was carried in the five cities that are part of the project. The data had been collected through interviews half-structuralized with 18 cities secretaries of the Secretariat of Health, Education, Social Action, Tourism, Administration, Agriculture, Transports and construction of the five cities, taking care of the preset criteria of inclusion. The Analysis of Content of the Thematic type was used as technique to evaluate the speech of the secretaries. RESULTS: In a general way, the cities secretaries, had conceived the Health Promotion, while concept, as an instrument for change in the development model, that involves economic, social, cultural and political questions. They are pledged in the construction of nets, in the joint between the sectors, the union between public administration and civil society and in the support of the actions. The cities secretaries who didnât participate of the project " Healthy Cityâ they had presented restricted vision concerning the intersectorial action and the social participation. Already the citizens that participated actively as an operating interlocutors in the project had informed that, during the accomplishment of the proposal, they had changed their vision on the necessary mechanisms to improve the local quality of life and understood the Intersectorial Action as a form of integration between sectors and the participation as a mechanism to develop the empowerment of the citizens and collectives. CONCLUSION: The difference of the conceptions, the envolvement and the performance indicates the necessity to extend the participation of the secretaries and to plan more intersectorial activities for the local managers in the studied cities. At the same time, it was verified that the great change of behavior and vision of that ones who were involved with the proposal, demonstrates the effectiveness of the actions developed in the last four years in each one of the cities
