Programa pesquisa para o SUS : Gestão Compartilhada em Saúde - PPSUS : construção do modelo lógico e da matriz de medidas avaliativas

RESUMO

Aiming to contribute with the solution of the Brazilian population health problems and with the Unified Health System administration, the Health Ministry has promoted health researches in Brazil by financial support. This action is based on the principle that the Science, Technology and Innovation in Health Politics (PNCT&I/S) is a component of the National Health Politic. The PNCT&I/S has in its basis, strategies that must be observed; one of them is the contribution for the regional inequity decrease. In order to attend this strategy, the Department of Science and Technology at the Health Ministry created the Research Program for the Unified System PPSUS. Considering its magnitude and progress, the Program is ready to be evaluated. However, to achieve this evaluation some requisites must be attended, such as: the construction of the Program theory, of the Logical Pattern and of the evaluative matrix, which are the objectives of this work. The adopted strategy to validate these instruments was the Consensus Conference with the collaboration of PPSUS technicians, and health and science and technology specialized technicians. From the first 107 proposed criterions, nine were discarded by consensus. From the 98 remainders, 11 were rebuilt, to become clear according to the subject to be measured, and two other criterions were created. By this, there are 87 criterions with their respective evaluative patterns that represent the product from the specialists consensus at the conference. This work can be seen as a group of instruments that may be reference for students, technicians and manager of health, science and technology that, by the use, will be able to adapt and give it more quality. As any other criterion or indicative, this group of criterions must be constantly evaluated considering the complexity and the circumstances that they may be used.
