Os Descaminhos das Ãguas no Recife: Os canais, os moradores e a gestÃo

RESUMO

Adding to the debate about the urban development of Recife, the main objective of this project is to understand the ways the population and the government act in the building/transformation of the urban area of Recife through the changes that occurred in the drainage network of the city. To reach that objective this study was based on the analyses of three aspects: the flat ground channels, the population of poor areas on the borders of these channels and the city government and planning related to the urban drainage. Pointing out the need of an integral vision of the reality of the city, it is adopted as a type of analyses the Geographic Space, starting from the concept proposed by Milton Santos that points out the relationships kept between the object systems and the action systems. The systemic vision of the urban complex working is chosen to analyze the inter-relation among the selected aspects and not to conclude with isolated studies. In other words we try to show the interdependence between the processes that make the city, the water dynamics natural ones or just the social, politics and economic ones of the population and of the government. The systemic method starts to contribute to make the urban environmental problems clear because of the connection among several processes. Considering the government as an urban system agent we try to discuss about the different techniques that are kept and that label the configuration of the channels of Recife. The same way the population common actions, especially of those who live by the channels borders, are part of the process, which interfere in the drainage of the city. To go deeper into the analysis, it is necessary to limit an area (with poor people and by the channels borders) where the population was heard. The communities of Arruda Channel, of Campo Grande Channel, of Capilà and Jacarezinho, inside the ZEIS Campo Grande Perimeter, in the north area of Recife, were divided into three kinds related to the channels: a) people who live by the channel; b) people who live one road from the channel; c) People who live in an urban road boarding the channel. The speech comparison of what these people said show if there are differences in the actions kept in the areas already benefited by urban improvements of drainage and in those that wait for these improvements. Starting from this point, important considerations about the drainage are made. Moreover, the urban planning is challenged to understand how important the quality of the system of drainage is to the development of the city and to the improvement of the conditions of life that many socially excluded people, who live in the city, have
