RESUMO

This paper analyzes the implantation process of the basic organizational macrostructure at Pernambuco States direct management and how it articulates with the current public management organization. The role played by the Secretaria de Administração e Reforma do Estado SARE was emphasized, since it was chosen as the object of a case study due to its part in encouraging managers involved both at the end and at the middle of the given working chain of the institutions involved in this process to adopt a new working style. In order to reach these goals, some themes such as competency transformations, adjustments in the organizational structures and the means used to implant these changes in the states public service were explored. With a descriptive and explanatory nature, this work was developed as a case study, determined by the authors experience as a member of the technical team at Pernambuco States Reform Comission. The core principles for the State Reform process were used as reference, emphasizing the period from 1999 to 2005, aiming to consolidate the managerial administration, result-guided and focusing on the citizens satisfaction, and on the improvement of the public services. Thus, the author searched to carry out a theoretical-conceptual research of the organizational structures and State Reform process in the world, in Brazil and in Pernambuco, in order to establish solid explanatory bases of how this new acting model worked, both in conceptual aspects and also considering the sketches actually adopted. As a result, the acting individuals and the guiding instruments to the change implemented by the State of Pernambuco were put to perspective, at the time. A follow-up of the evolution and use of the methodology adopted by the Programa Pernambucano de Modernização da Gestão Pública PROGESTÃO was carried through. The articulation expected in the integration of the planning, managing and financing systems should also be stressed. At the end, opinions about the need for better understanding of the prevailing culture, amplification of participating spaces for the society in the process and the compromising of those involved are made up.
