O desenvolvimento do Programa Habitar Brasil no Conjunto Residencial Homero Linhares Miracema/RJ: uma análise da participação popular e da qualidade de vida

RESUMO

The present research consists of the analysis of Brazil Inhabit Program (Programa Habitar Brasil PHB) implanted in the Homero Linhares Housing Complex (Conjunto Residencial Homero Linhares CRHL), in Vila Nova quarter, in Miracema, between 1995 and 1998. In the evaluation process, the following pointers are used: personal income; familiar income; employment situation; detention of resources for magnifying the housing; social organization capacity and access the public politics around the CRHL.The main goal of this study is to analyze the reach of the aims established by the PHB Social Work in the popular participation process and in the improvement of the quality of life of the families benefited with socio-educative activities and popular housing. The secular clipping adopted for the analysis of the action Social Work of the PHB next to CRHL and the reached results was delimited in two periods: 1995 1998 and 2006 2007. The first period encloses the total time used by the municipal public power for the implementation of the actions of the PHB in the CRHL The second one corresponds to the stipulated period for analysis of current CRHL configuration and life quality pointers of families who inhabit it. The study still points the advances and the fragilities happened from the implantation of the PHB in the CRHL, mainly in relation to the improvement of the quality of life and social participation. On the basis of the developed work, the study also presents some measures to be assumed either by the municipal public power and the population, objectifying to contribute in the improvement of the treatment of the inhabitation question in Miracema.
