RESUMO

The Mercosul was preceded by the Program of Integration and Economic Cooperation between Argentina and Brazil (PICE), launched in July of 1986, that it aimed at to integrate of gradual form the two bigger economies of America of the South. In November of 1988, the process was sped up with the signature of the Treated one to Integration, Cooperation and Development, that a maximum stated period of ten years established to reach a free-commerce zone, the gradual harmonization of the sectorial politics and the coordination of the macroeconomic politics. A free-commerce zone, although to allow to greater autonomy in the conduction of the commercial politics, would substitute the quarrels on the setting of the common external tariff for the requirements related to the regional content to be established for each product. Depending on the requisite taxes for the regimen of origin, the cost of the commerce shunting line could be superior equivalent or to the one of a common external tariff. Moreover, the costs of attainment of the origin certificate will be able to add plus a barrier to the intra-regional commerce. The common external tariff, whose full validity was foreseen for 2006, was the result of intense negotiations between the governments of the countries members of the MERCOSUL and represented, at that moment, a balance âpoliticianâ in the rocking of accepted tarifÃrias modifications for the countries, what it did not imply, necessarily, an equitable distribution of the benefits and costs of the free intra-regional commerce. In summary, imperfect the customs union started to function as a free-commerce zone. However, the reduction of the tariffs of industrial goods the zero does not have the endorsement of the Brazilian government. Its maintenance becomes impracticable to support external the tariff
