RESUMO
The aim of this research is to understand the impact for the modernization of the administration of the Military Police in Bahia (PMBA) and to understand the receptivity of the actors involved as regards the reform that created the Financial and Administrative Management Group (NUGAF). This change brings about transformations not only in formal aspects but also in the power and trust relations as it partially alters the dominating culture of the Corporation. Direct observation of the present situation and of the working relationships in the NUGAF and among them and the Operational Units (UOp) linked to them was carried out. A closed question structured questionnaire with Likert scales was applied the finite population consisting of 51 Commander and Ex-commanders of the UOp as well as semistructured interviews with others involved. The resulting data from the direct observation and the interviews were treated qualitatively using theoretical references and the perception and experience of the researcher, a superior official in the PMBA who experienced this change. The data from the questionnaire underwent statistical quantitative analysis using multivariable analysis to find correlations between variables, grouping with factorial analysis. Five factors were found, two of which were later discarded due to their poor descriptive capacity. Describing the remaining three revealed their coherence with the qualitative analyses and the statistics. The results indicate the positive impact of the changes on the administration of the PMBA and also the fact that the Commanders were open to this change. On the other hand, there is a need to perfect and align decision making and managerial practices which enable the Commanders of the UOp involved to be respected for their effective participation in the management and optimize the work of the NUGAF.
