This work aims to discuss, adopting a discursive approach, a sort of polemical situatio n, normally designated as an old polítical pattern, in which the practice of defending ideas is replaced by an attempt to suppress the opponent as a representative. My concern in this work is with the comprehension of such situation on the basis of Maingueneau s studies on polemics as "interincomprehension". Focusing on the contemporary Brazilian political scene, we analyze the polemical situation involving the President of Brazil, Femando Henrique Cardoso, and the Opposition to his government project. Our initial step is the investigation of discursive mechanisms of political disqualification. A particular focus is on how the discourse of Fernando Henrique is legitimized. Our analysis demonstrates that the meaning of competence, derived from the identity of representative embodied by "toucans", authorizes the disqualification of their opponents. The investigation of such meaning leads us to the discursive field of election campaigns, an adequate space to the investigation of the discourse of competence that legitimates a representative. At this section of our work, we also deal with another polemical situation: a struggle for the meanings of competence among rival candidates (and antagonistic discourse formations). Our work is structured in two sections deeply articulated: in the first one - which appeared as a necessary expanding of the main research proposal - we investigate the meanings of competence in direct competition for legitimacy in the electoral campaigns; in the second one, we analyze how such meanings of competence implies the absence of debate between govemment and opposition. Our concem is that discourse can t be thought without considering a tone going along with it. The aspect we underline in the second section is the ethos, inferred by the way "toucans" represent their opponents.
