Discurso Político Educacional: A Escola Pública Brasileira e a burocracia na Educação

RESUMO

The present work analyses enunciation strategies and governing structures within the educational discourses in order to study the political educational discourse and of the educational in the bureaucratic education. Our analysis shall be limited to study the school as a strategic institution which, in the civil society, performs the function of reproducing the workforce and production relations in the most direct way, thus mobilising the educational ideology as a means of social ascension and of democratisation of opportunities. Our main purpose will be to analyse the bureaucratic discourse in order to ponder the concept that attributes to education managers and the current school-related processes all the means and objectives of the whole educational structure, allowing for a greater understanding of the system of values which composes the modern Brazilian socio-cultural context. The theoretical approach is based, at first, on references on the Brazilian educational system, as it searches for the historical phenomenon of school education; subsequently, it is based on Greimasian Semiotics within the scope of Socio-semiotics, according to Pais. The methodology deals with the Semiotic analyses by means of the semiotic octagon models, which emphasise the values present in educational discourses and which manifest themselves through the description of the meaning-generating process. This research was accomplished as a contribution to the understanding of the hurdles and tensions present in the educational policy discourse and as a means of deepening the studies that seek to give the public school a new meaning as a standard of quality.
