Cidadania e tutela na política de assistência social: uma análise da cultura política de gestores e de usuários na região metropolitana de Belo Horizonte

RESUMO

This thesis will discuss the public assistance policy during the democratic transition in the 1980s, with reference to the political cultures of its managers and users. The forms of citizenship and State relief were observed and analyzed, based on the analysis of data collected through in-depth interviews and focus groups conducted in five municipalities within the Metropolitan Area of Belo Horizonte, Minas Gerais. Two methodological sources guided the research: one concerning an analysis of the forms of political culture and ideology through J. B. Thompsons Depth Hermeneutics, and the other, more historical and structural in nature, which emphasizes the society/State relationship in light on the Gramscian theories of the Expanded State. The focal point of the main analysis is that of the individual/structure reference to statements made by the research subjects. The protective forms were identified in the statements that linked the references to the individual, based on a view of the immediate world and disconnected from social relationships. The results showed that there were differences in perception according to the position of power and the statements made by the managers and users, concluding on the presence of delineated political cultures in the combination of forms of political cultures of participation, subjection, and religiosity.
