Brasil-Paraguai : marcos da política pragmática na reaproximação bilateral, 1954-1973: um estudo de caso sobre o papel de Stroessner e a importância de Itaipu

RESUMO

This paper aims to analyze the process of political rapprochement between Brazil and Paraguay that took place from 1954 to 1973. It is defended that those years are to be considered as essential marks of this bilateral relationship: in 1954, general Alfredo Stroessner takes over the power in Paraguay, and founds a dictatorship based on the tripod Government Armed Forces the Colorado Party; in 1973, the Treaty of Itaipu is signed, which its expected Itaipu hydroelectric dam that was to be built in co-partnership, is to be understood as a tangible result of the understandings over the shared utilization of the hydroelectric potential of the Paraná river unevennesses. The objective of this work is to understand how the combination of various elements has contributed to rebuild the bilateral relationship Brazil-Paraguay from 1954 on, after decades of distance since the War of the Triple Alliance. To achieve this objective, this work makes use of theoretical approaches to geopolitics and the conception of the statesman two completely distinct field areas, but that are particularly appropriate for this study. Following these theoretical considerations, some essential elements of the preceding of the bilateral relationship are pointed out: the post-War of the Triple Alliance, the formation of political parties in Paraguay, and a brief Stroessner biography. The next section describes this rapprochement in terms of the Brazilian-built infrastructure facilities in Paraguay, in a moment when bilateral relations prevailed. It is defended that Paraguay intended to benefit from the Brazilian policies, however, without discarding his policy of pendulum towards Argentina. For his turn, Brazil had the objective of expanding his geopolitical area of influence on the Plata Basin region. In the following moment, marked by regional relationships, the ownership of the Seven Falls region turned into a conflictive matter that demanded further and intense negotiations, and in this context Argentina succeeded in forcing Brazil and Paraguay to discuss their Plata Basin differences with all the other riparian countries. Despite that, the understanding negotiated between Brazil and Paraguay resulted in the latter countrys entrance into the Brazilian sphere of geopolitical influence. Thus, the signature of the Treaty of Itaipu in 1973 made it concrete in a strategic, equitable bi-national project the rapprochement that had started from the ascension of Stroessner, in 1954.
