RESUMO

The development of the Brazilian superior teaching is approached through a historical retrospective, from Colony Brazil to present days, in order to contribute for the understanding of the actual situation of Brazilian universities and of the research at the university context. The educational politics, of neoliberal character, that have been affecting the superior teaching are examinated, emphasizing the imposition of a powerful system of meritocractical, quantitative, competition promoter, ranking and hierarchization valuation, besides the unleashing of a process of pauperization of the research at public Brazilian university, reigned under the basis of scraping and destruction. An imposition of international agencies and consented by the Brazilian government, these politics privilege external agreements in detriment of the real national needs, articulating in a perverse way valuation and financing. Reflects of the present globalization process, force the research commercialization and of the superior teaching, inducing the university to adapt to the market rules, as part of a new culture anchored at efficiency and efficacy. Educational elements are now of quantification and measuring, with the creation of a admirable world of valuation which elected business, productivists and technocratic criterions, with privilege of statistics in a paradise of classifications. There is a dislocation of the social sense of the aim activities of the university, with the evident induction to a dissociation process between teaching and research. It is settled down a process of unrooting of the research at public university and a tearing of the identity and mission of the university.What is registered, in practice, it is a fraudulent game in which the falsification of consensus is consisted of a cunning mechanism of manipulation and coercion. It is about the configuration of a new world, that requires a new university and a new valuation morphology as a way of confronting the neoliberal politics, that promotes the resurgence of the research, through a collective qualitative enchantment that actuates at the combat of excluding and inhumanization.
