RESUMO

The main purpose of this dissertation is to understand, analyze the conception of the non-governamental public school formulated by AEC, catholice Entity responsible for the catholic education of primary and secondary schools. The history of this association aloowed us to perceive its trajectory, characterized during a long period by a conservatine position. However, after the "Conferência of Puebla" which had restated a preferential option for the poor, the AEC started to reflect on the education of the popular strata, into the discussion about the issue of the public which is non-governamental. This fact had a great repercussion in the catholic education fild and cause a crises in the catholic schools - in their identity, in their pedagogic project, in the body of their teachers, causing the end of some of these institutions. At the time in which the country started to pass by the process of democracy again, and with the perspective of achieving a Constituent National Assembly, the Church could not deny its contribution. The Church later had an active participation in the elaboration of the LDB. With regard to education, the catholic powers organized themselves in order to defend their regards. Since their attention turned to the education of the poor, they defended strenuously the thesis of which the state should subsidize the catholic education with financial recourses. So, in the Constituent and LDB the old polemic public school x private school was retaken. However, the confessional private school presented like an institution without profitable gains and the conception was inquired being as being only official school, and implied as a possible alternative, a sort of hybrid to which named public non-state monopoly
