RESUMO
The Guidebook for Evaluation of the Potential Contamination in Real Estate is analysed in a critical manner. This document aims to orientate real estate entrepreneurs to understand the facts about the contamination in real estate, its risks and consequences. The analysis is based on the knowledge of these professionals regarding the existence of the Guidebook for Evaluation of the Potential Contamination in Real Estate - GAPCI, as well as the efficacy of its usage. The information was attained through the answers to a questionnaire, in which it was outlined the process of selection of real estate intended for works of incorporation of buildings and real estate development (residential lots) and, also the difficulties encountered in the application and the validity of GAPCIs recommendations. The purpose of the research was to analyse the drawbacks encountered by the companies in the real estate area regarding the adoption of GAPCIs guidelines in order to acquire land for their enterprises and the difficulties they come across in order to get the due permission to put forward these enterprises taking into consideration the environmental aspect. It is also part of the current investigation the analysis of the depreciation of real estates located in contaminated area. This loss, verified in the value of resale of the units, can reach up to 40%. The study includes a bibliographical review and the remittance of the results of the questionnaire to the selected companies. The results showed a real view, as far as the environment is concerned, for real estate enterprises and the expansion of discussion about the usage of contaminated areas.The conclusion is that so far the GAPCI has not fully developed its role, which is to capacitate the sector and modify attitudes in relation to the procedures of acquisition of areas for new enterprises. It is also concluded that 70% of the companies researched do not know the Guidebook. The subject is relevant because the cost to set the contaminated areas right is about 4% of the total value of the enterprise only where environmental engineering is involved, without considering other marginal costs
