RESUMO

This study is based on the local agglomeration development as a propper model to promote income generation and social insertion in economically depressed regions, considering local inovation and competitiveness. This focus comes as an alternative to the model that is used in Brazil wich is based on the theory of poles development. The focus on beekeeping is resulting from its suitable nature towards maintainable development and for the associative character, being an economically praticable, socially fair and environmentally correct. The study of the selected case, although not consolidated as an LPS [Local Productive Settling], showed the viability of the focusing on regional and local development model, with concrete possibilities of income generation and social insertion, but, with a long way to pass through, filled of problems under the most diverse aspects: of productive, financial and associatve kind, and also those problems contingent to environment. The efficiency and efficacy of the actions to develop local productive settings depend, mostly, on the symmetry of the involved agents. The state intervention is understood as fundamental to induce income generation and social insertion, which lacking would make low development regions to remain stagnate
