RESUMO

This thesis aims to assess the practices of projects appraisal of development of the Finor (Northeast Investment Fund) system, in its criteria of selection, and analysis of pleas of a period that goes from 1962 until the year 2001. After the exhibition of the incentiveâs historic as well as the experience of Sudene (SuperintendÃncia do Desenvolvimento do Nordeste), it was executed an analysis of the projects selectionâs criteria that comprehended since the â34-18â, passing by Finor obligations, until its ultimatum in the year of 2001 for news projects. Non-parametric and parametric models were applied at the selection and analyses of projects in development. One of the processes counted on DEA â Data Envelopment Analysis, and the following involved the investigation of opportunity cost, of the Finor projects, with the help of models of regression (method of minimum least squares) and financial indicators as well as of the financial indexes. The institution could not overcome the demands of the incentives system, headed by the resolution of operational problems, political challenges and the necessity of technical advances of the Finor incentive
