RESUMO

The primordial hypothesis of this work is that the materialization of a sustainable local development model for the coastal communities of Boipeba and São Sebastião will only be possible if this model is able to incorporate strategies of territorial and social integration and also social empowerment. In this direction, this study tries to solve the following problem: How can the Local 21 Agenda be a capable instrument in building solid bases for short and long term sustainable development, starting locally to improve the communitarian social organization and looking forward to the integration of federal, state and city policies? The background of this research consists of an analysis of the impacts from oil industry implantation on the Baixo Sul of Bahia. This dissertation also analyses the alternatives for local development growing in the region from the empiric reality of selected locations in Cairu town, based on community perceptions. Thus, part of the physical and cultural descriptions of territory described in the beginning talks about the historical context of the origins of the concept, sustainable Development. 21 Agenda and territoriality, further discusses public administration models with a participative approach. The obstacles and political impediments are observed from a critical view about the disconnection and punctuality of plans and programs of cities, state and federal governments. This work gives emphasis to the process of Local 21 Agenda for São Sebastião, using the instrument 21 Agenda as a device, at the conceptual level, capable in contributing towards social empowerment, potentiating the social participation in search of sustainability. More specifically, the interferences of Local 21 Agenda are analyzed for the communitarian organization. The process of environmental compensation by the oil and gas companies are also analyzed using official documents and also from the local inhabitantsopinions. The intention of this analysis is to show the challenges found during the processes of environmental compensation in the two localitytarget and of the 21 Agenda for São Sebastião, and also to observe the ways of complementation and integration of these strategies of local development in progress. Finally, considering the presented results, we try to analyze the timeliness and disintegration of enterprises, governmental and non-governmental actions and discuss the idea that neither Local 21 Agenda nor the process of environmental compensation by oil companies alone will be able to truly contribute towards the realization of a sustainable condition.
