RESUMO

LucrÃcia municipality, located in the west part of Rio Grande do Norte State, presents a historical of patients with cancer, at an average superior to the one registered in the State. A problem identified since the 70âs. The local population believes that the cause of the disease is the water of a dam, located in the city surroundings, which was consumed for a long period. Studies carried out from 2003 by the Environment and Health Group (GSMA) of the Catholic University of Brasilia have indicated that the presence of a high quantity of metals in the dam drinking water causes changes in the human body of the local population and can be probably associated to the high risk of having cancer. The studies of the characterization and distribution of elements concentration found in the micro-basin, which supplies the LucrÃcia dam, and in the cityâs dam itself, gave ground to the development of a plan of actions. The plan focuses the identified problem and has the objective to adopt mitigatory actions of the present situation, as well to take preventive actions concerning the management of the local natural resources. Different strategies were taken, from the identification of possible co-related causes. The present study was carried out with the objective to verify the effectiveness of the execution of established strategies and targets, as well as the adequacy of the proposed short term and large term actions. The results show the achievement of short term targets, although they are not yet determinative in the reversion of the public health picture where the municipality is inserted. This fact can be related to the complexity of the bio-physic-chemical systems of the environment and human body elements, as well as to the certainty that the speed of destruction is far more superior than the reconstruction speed.
