RESUMO

The objective of this dissertation was to investigate the work of the National Union of Municipal Directors of Education in Pernambuco - UNDIME-PE â during the process of development and execution of the educational politics in the state of Pernambuco between 1995 and 2002, specially elementary and primary education. In order to do so, we started by studying the process of decentralization that has been happening in Brazil which will lead to the municipalization of education. The research, with a qualitative approach, covered the relationship between UNDIME-PE and the State government during this process, considering the collaboration strategy registered in the Law of Bases and Guidelines of National Education. The concepts of democracy, decentralization and municipalization were analytical categories that guided the collection of data through a documental analysis and semi structured interviews. This way, UNDIME-PE takes an active role in the process of formulation and implementation of the educational politicies in Pernambuco, contributing to the value of the local power by defending the municipal self-management towards a quality public educational system
