A mediaÃÃo da organizaÃÃo polÃtica na (re)construÃÃo do projeto profissional : o protagonismo do Conselho Federal de ServiÃo Social

RESUMO

This work analyses the modification of the political organization in the making of the professional project of the Brazilian social work, from the study on the functioning of one of the social workersâ representative national entities: the Social Work Federal Council â CFESS, during the 1990s. The theoretical-methodological of that investigation is based on the historical and materialistic dialectic, absorbing, particularly, Gramsciâs formulations for the analysis of the subjective and objective conditions of the political action. On a qualitative approach, a research of document and field features as well as bibliographical was accomplished, which consisted of interviews involving twelve CFESS ex-counselors. The interviews and the documents were submitted to a content analysis. The results demonstrated that the proposals and the actions of CFESS, in a partnership with other collective segments, were directed themselves to opposite actions for the capitalist project, in its neoliberal version, according to the basic principles that orient the social work professional project. The contribution of the political action of CFESS for the consolidation of such project got materialized, especially, in its intervention into two priority leading units: the ethics and the social politics one. In the ethic dimension, stands out its participation in the coordination of the discussion process for the approval of the Ethic Code of 1993, the accomplishment of theâEthic in Movementâproject and the performance in the Human Rights area. In the ambit of the public politics, the CFESS interfered, priority in the following dimensions: participation in the elaboration of the laws of social work. That way, such entity has been showing favorable to the linking of the professional project to the construction of a project of human emancipation. The peculiarity of the political organization and the professional project of the Brazilian social work, during the period when it was analyzed, it was determined by various factors, standing out the development of political consciousness concerning the fact of belonging to the working class; the action of this representative entities; the profession object itself â the expressions of the social cause â and the mature approximation to the Marxâs theory, that express the process of the profession renovation; besides the will and passion of the individuals who built the professional political action
