RESUMO

The base of the innovation systems is formed by the interaction between university, productive sector and government. The Technology-based Business Incubator attempts to strength the relations between these entities, in order to produce high technology equipment and solutions. In this sense, Florianópolis Microregion became a national reference for the high technology sector. Considering this, the study investigates the meaning of CELTA Technology-based Business Incubator (Enterprise Center for Laboring of Advanced Technologies) for regional development. The research analyzes the circumstances of the creation of CELTA, the importance of this type of enterprise in the new reality imposed by globalization, and unmasks subjects and concepts that involve or somehow influence the object of study, in order to clarify specific and important questions, which support the conclusions and guide the recommendations. To point out the research object, it is identified in its environment, and its historical, social, and economic circumstances are taken into account. The study brings up matters that demonstrate the influence of the incubator as regional agent of development, and its effective contribution for Florianópolis Microregion growth. From the information gathered, and from its analysis, the research demonstrates economic and social profitable results, which endorse the success reached by CELTA
