RESUMO

In order to understand some of the big challenges the Brazilian Single Health System (SUS) faces today, three major aspects in that systems management are covered in this paper: decentralization, regionalization and planning. By seeking the steps leading to the solutions for such big challenges, and by locating the aspects with which planning has been developed in that Systems management process, through the practice or normative framework, we have found that the question of the requested articulation among the Federation entities through an ascending planning, must be taken into account for the consolidation of the SUS system. Thus, the scenario of diversities and difficulties of SUS regionalization finds the collegiate management regional spaces as an enabling alternative. By seeking aspects picturing the interlaced decentralization, regionalization and planning, and understanding the different theoretical-methodological streams that have been guiding that set of practices, the literature review was made, revisiting concepts, as well as the normative framework of those three aspects in Brazil. From the management limits and challenges of the standardizations and planning instruments of regionalization, the study proposes a planning methodology in the Regional Management Collegiates among managers, in a dialogued and agreed-upon manner. The methodological modeling, made in compliance with the basic presuppositions of PlanejaSUS, with the instruments of State and Municipal planning and qualified with the strategic-situational planning, the communicative and analytical-institutional planning, as well as with some aspects of the strategic administration, has as its center line the search for a product configuring the groups identity as a regional space, not losing sight of the dynamic and joint character.
