RESUMO

The first goal of this work is to test if the environmental NGOs impact in a significant manner the environmental quality in Brazil. To do so, we present a review about the development of such NGOs in Brazil and then we test empirically the hypothesis. The results have endorsed the significance of environmental entities. The second goal we propose is to test if the group formed by the environmental NGOs, even with scarce resources (votes and financial contributions), succeeds in influencing effectively the governments actions. We model this problem through the common agency theory (BERNHEIN &WHINSTON, 1986; GROSSMAN &HELPMAN, 1994, 1999; DIXIT, 1996; HOLMSTROM &MILGROM, 1991), were the principals (environmental NGOs, farmers and voters) search to influence the agents action (the Government) to satisfy their own interests. The models conclusions are coherent with the features of environmental NGOs. Besides, the results of this empirical model also show the significance of them.
