RESUMO

This paper addresses some of the relevant question that arise with the implementation of targeted policies, suggesting that they can play an important role in poverty and inequality alleviation. It starts with a general survey on the theory and principles on which targeted interventions are based and then reviews some practical examples in different situations and locations, as a way to illustrate the variety of possible policy options, as well as the difficulties that come from regional peculiarities. The selection process of Cédula da Terra Program is analysed into detail, from its conception to its implementation, showing that there is a long way between theory and practice of targeted policies
