Suporte metodológico para a gestão estratégica de conflitos relacionados ao uso dos recursos hídricos

RESUMO

In this work, it was proposed the development of a methodological support to strategic management of conflicts related to water resources use. The support aim is to offer ways to create strategies, actions and programs for the water resources management in situations that the water resources conflicts havent happened yet. It was used strategic planning tools developed by scenarios construction development by Michel Godet, as structural analysis using the MICMAC methodology, actors analysis using MACTOR methodology and the morphological analysis to the scenarios construction. A graphic scenario representention was also elaborated for best representation and dispose a tool to evaluate the truthfulness. It was proposed typology of water resources management levels associated to the expected water demand condition for the water use and water quality to indicate the most efficient way of the application resources for management. The methodological support was tested in two study cases, in the Lajeado Hydropower hydrographic region and the Sono river watershed, both in the Tocantins state, which were chose because hasnt exist important water resources conflicts with a good water availability and water quality. It was showed with a great value to recognize and better understanding problems about water resources management situations without water uses conflicts, checked a high truthfulness of the constructed scenarios, in spite of the methodology proposed has some subjective considerations and the user judgments value emission.
