RESUMO

The dissertation approaches the sanitary vigilance, midia and citizenship s histories in Brazil and its relationship. It analyses the democratization degree in the public interest themes discussions from the Harbermas public sphere model, from the conception of the midia while a communication institution and from the sanitary vigilance as an institution of the State. Sanitary vigilance is difined by coordinated actions for the identification and control of the risks and for the health protection. In this sense, sanitary vigilancy has been conflicting with the economical interests, since it limits the market in function of the population and the environment safeties. The themes of the sanitary vigillance are in the newspapers daily. The Anvisa, that is the governament agency that regulates the sanitary vigilance, offers spaces for the social participation as public consultations, ombusdman and sectorial chambers divided by subjects. Among the communication institutions, four newspapers of national circulation were analyzed as for the social participation in the published texts. It was observed that the midia links the citizen at the consumer s function and it is in disadvantage in relation to economical actors, State representatives and health professionals.
