RESUMO

The study approaches politics and assistencial models in people s rehabilitation with physical disability instituted in the Brazilian assistencial milieu in the last 20 years. They are studied the hegemonic model and the Community-based Rehabilitation - CBR. The first, introduced in Brazil in the 50 it accomplishes specialized medical actions and is an institutional-based mode!. The Rehabilitation Centers is taken as central elements in the way of production of services for disabled people. The second - CBR - was constituted as critical construction to that model, taking the community as one of its central categories. It was defined as strategy of providing appropriate health care to a greater percentage of the disabled population with low cost. Is based on simplified methods of rehabilitation and training of Ipeal resources (no-professionals). Is reconstructed the theorical and practical courses of those models adopted the historical perspective. The collection of data felt on different supports of the written language, as books, papers, reports, technical recommendations and other. They were interviewed persons that played the recent history of the rehabilitation in Brazil. They was directors, coordinators or planners in some services related to the studied models. The analysis of the data stops on the following operative categories: a) knowledges in interaction in the conception and delimitation of the object to therapeutic action; b) access to the services, therapeutic linkage and responsibility c) organization of the work process and the workers paper; d) participation of the disabled/community; e) approaches on the subject of the resolutivity. From elaborations the regarding the limits of those practices about the social participation of the disabled the need of social actors articulation for the formulation of a new política I project is discussed. The project should represent and to make possible the superation of what is instituted. It is considered that the radical defense of the adoption of new objects to therapeutic action in rehabilitation - and not only the indication of politica! and operational guidelines - is essential condition to building a new assistencial model essentially public - that contemplates the. disabled s complexity condition
