RESUMO

Social Responsibility (SR) is recognized in the academic field as a new paradigm for public and private organizations. Going beyond the concept of ethical actions, SR is already seen as a strategic position because it is a basic element for sustainability. SR is the responsibility of the State, and its organizations are already committed to enabling the best conditions for society, therefore it is applicable in public organizations, so that they can become examples for other sectors. In the health sector, SR seeks to recover constitutional principles related to the SUS (the Brazilian nationalhealth service) and Fundamental Human Rights. In this context, this study investigates the views of public employees of the SESPA (Secretary of State for Public Health of Pará) on the theme of SR and the practices carried out by the institution, with regard to the dimensions of values and transparency, internal and external stakeholders, and the environment. In particular, it seeks to evaluate their knowledge of the following: the principles of the SUS; its ethical values and commitments, as embodied in the SESPA mission statement: its policies on human resources; educational programs; products and health services and the environmental impacts generated by these services. An exploratory method was used, with a qualitative approach. The seven participants in the research are employees of the SESPA, all with university degrees, one from each area of knowledge within the SESPA. A script guide was developed for the semi-structured interviews, the interviews were recorded and transcribed, and the data were analyzed by using the techniques of content analysis. The results indicate that; a) the employees do perceive all the dimensions of SR; b) there are different levels of understanding among the employees as to the mission, vision and strategic objectives of the institution; c) it is necessary to include the area of Human Resources (HR) in SESPAs strategic planning; d) a new organizational structure for work management and health education is necessary, which takes into considerations the System of Integrated Communication, Environmental Management System, and the tools of evaluation. It is hoped that the outcome of this work will add value to the body of knowledge on SR that is now being built up, in Brazil, encouraging reflection that will lead to changes in the culture, so that managers, employees, suppliers, and all those involved in the network of relationship of a public health organization believe that it is only though ethical conduct and social correct practices that the SOS can be consolidated, achieving its results in a sustainable way
