Reeleição : continuidade ou continuismo? (um estudo com base na reeleição dos diretores das escolas tecnicas do CEETEPS/NRSE-Campinas)

RESUMO

This study has as a subject the re-election of the Directors of the Paula Souza Technic Schools of the State Center for Technological Education, which is the largest public network of professional teaching in Latin America. Nowadays it counts upon ninety-nine technic schools and nine colleges of technology, spread throughout the state of São Paulo. The aim of this research is to identify the reason which has driven the voters to re-elect, in the election accomplished in the year 2000, 93.33 % of the technic-school Directors belonging to the Campinas Regional Center for School Supervision. To accomplish the research, five technic schools of this Center were chosen. The data were obtained from re-elected Directors, defeated candidates, members of the elective commission and voters (teachers, technicians, managerial officers and students). As methodological resources, we have used: a) questionnaires ? which were answered by the voters; b) semi-organized interviews ? accomplished upon the re-elected Directors, defeated candidates and members of the elective commission and c) survey and analysis of the elective commission minutes. Through the research instruments and strategies mentioned above we have exploited the criteria used to choose the Director, the organization of the election campaign, the voters and the candidates participation in this campaign, the importance given to the presentation of the work proposition during the electoral period and the voters reasons to re-elect the Directors. The paper contains three chapters and, in outline, is organized as follows: at the first chapter we set the election and the re-election in a context of a representative democracy, analyzing some of the groundings of the re-election of a president that occurred in our country in 1998. Afterwards, having as a support the existing literature on the subject, we discuss some concepts, so the text is driven to the main ways of access to the position of school director: carreer access, public contest, free indication by the state power and election. Then, we present a review of the election campaigns at the researched schools and analyze, since depositions of people involved with the study, some elements which have made difficult the elective process at those school units.The results show that, although a meaningful part of the voters mentioned the "continuity of the work being developed" as a reason for the school Directors re-election, the "lack of options" at the moment of choosing the candidates was mentioned by too much voters in the questions that concern the election campaign. This lack of option sometimes points out the absence of interested candidates for the managerial function and, at other times, the lack of a greater knowledge about the candidates and their work proposition. Precluded from analyzing and discussing the work propositions presented and not knowing the candidates who did not belong to school, the community have preferred to reelect the Director, taking into consideration the knowledge that they already had about the candidate. Finally, the study points out the need for change on the elective process of the institution, so that the voters are able to better know all the candidates and their work propositions, and to choose the one who best minds their yearning.
