RESUMO

This is a study about the socio-environmental relationships and conflicts between the Serra do Brigadeiro State Park (PESB) and its neighborhood population, embracing the local re-allocations and arrangements facing the process of Park establishment and present activities. The PESB was established in 1996 at North Forest Zone in Minas Gerais state, amidst the struggle of family farmers (owners and shareholders) and their representative institutions against the dispossession of their land and for the right of participating and intervening in the process of establishment of this conservation park. The world concern about the environment pushed the policies of establishment of protected areas. Starting from the conservation approach that makes productive ecosystems opposite to natural ecosystems, it was imposed a model from implementation of protected areas that do not take into account the different ways of nature conservation associated to the local cultural processes and the popular knowledge about biodiversity. The main criticism to this model comes from the socioenvironmental approach and is based on the problems caused by the nature conservation strategies build apart from the human beings. From the conservationist point of view, the protected areas have the goals of: to protect the nature, to create conditions for scientific research and ecological tourism. The socio-environmental approach presents other wider and diffuse goals associated to the protected areas establishment such as changes in the capitalist exploitation of nature, which is seen just as a wealthy reservoir. Based on the colleted data, it is concluded that an intervention such that, as a wide area happening, is possible to create unexpected effects that go beyond not only the conservationist project goals but also the goals of making the nature in a wealthy reservoir for the capital. The not-expected effects of the establishment of the PESB, such as the establishment of the Serra do Brigadeiro Territory and the pressure on public policies, bringing a set of actions as a main axis for the Territory development; empowerment of many groups, sectors and people involved in this process; new political arrangements and channels of political participation, elucidate the determination/indetermination principle from the point of view of the belief in mobility, ever-opening of ideas, of the social object as a field of social reality in a continuously creation and re-creation process. Thus, the Serra do Brigadeiro State Park, upon its history and design, local arrangements and re-allocations, must be seen as a building up proposal.
