RESUMO

City managers have always encountered difficulties in managing solid waste generated. Issues that come up against both, the environmentally correct destination and the reuse of the recyclable fraction available. It should be noted that the end of the waste life cycle in most cases was the "sanitary landfills", leaving it out of the cycle. Starting from economic barriers faced by small towns, a viable alternative to solve the problem was the creation of intermunicipal consortiums for waste disposal. CIMVI Consórcio Intermunicipal do Médio Vale do Itajaí and CIRSURES Consórcio Intermunicipal de Resíduos Sólidos da Região Sul were selected as the object of this study, whose main objective was to understand and highlight the key factors in implementing a selective collection system in the context of small towns. The intention is to seek answers that may assist in decision making, so that other cities may adopt sustainable practices in the management of their recyclable waste. The methodology used to achieve the goals started through the literature research, which originated a questionnaire, which identified social, economic, legal and environmental consortia characteristics. In view of the answers, it was identified the positive and negative aspects of the recycling programs in the 6 towns participating in the research. The results were a reversal of values, because the economic aspect dominates. This shows that if recycling is economically viable, the waste will be reincorporated into the system. It is worth mentioning Styrofoam as an example, which is a recyclable waste, but still unattractive to return to the production cycle. Note that the towns of Timbó and Pomerode have an infrastructure superior to other municipalities. Both are administered by SAMAE - Serviço Autônomo Municipal de Água e Esgoto. The turnover of employees working in the management of recyclable waste is less, i.e. there is not a constant exchange of staff with the change of political parties, which hinders the progress of the services provided. It was also found that recycled waste rates in these towns are relatively higher compared to other respondents. This conquest is due to investment in environmental education with the participation of multiple actors, such as public and private schools, businesses and community. The reverse logistics is carried out through the waste collection door to door, and all municipalities adopt this tool. The solid waste management has demonstrated an excellent opportunity to promote the improvement of life quality of the citizens in the city. The poor community must be included in the planning and operation of the collection system, which may be through cooperatives. Thus, environmental protection and existing legislation should be the main aspects considered in planning a system of solid waste management in order to make it sustainable
