RESUMO

Increasing road risks if not efficiently managed may represent high social, economic and environmental losses, with negative impact on Brazil#s sustainable development. The aim of the thesis was to build a Road Risk Management System - SIGRAV/2009, using Geo Intelligence theories (GIS + IA) as a support to decision making as to prevention, service and repair activities, in view speeding up the different stages of a risk management process. The built system, as a prototype applicable to the roads of Santa Catarina, associates geographic aspects to technologic ones in its structure of variables and integrates management principles with computer techniques applied to geo processing. The set of digital data base in the structure of geographic information systems (GIS), linked to data analysis techniques using artificial intelligence (AI), broadens resu lts when manipulating stored data as well for the system re-supply through the registry of decision making of each performed analysis. This prototype, which is more than a conventional GIS, holds, as core to its conception, the idea of continuous building of the system, together with the evolution of human knowledge. Reviews and complements must be progressively inserted in the system, according to recommendations from a body of multidisciplinary specialists, to supply, along time, both the needs of road risk managing agents and system users. SIGRAV/2009 besides being a stimulus for an effective road management in the roads of Santa Catarina, may well have its structure adapted to several risks management, which are not just related to public roads.
