Políticas públicas e arroios urbanos em Ponta Grossa/Paraná uma análise a partir dos planos diretores

RESUMO

The present study aims to investigate the municipal government actuation in three hydrographic basin in the urban area of Ponta Grossa (Parana State), represented by the streams Olarias, Madureira and Universidade. We intend to make a reflection that may be a base for further intervention in the city and then build a city respecting more its water resources. In the present, the situation of the 170 kilometers urban streams, most of them identified by the nearby population as sewage, configures the lack of preoccupation about the quality of the water resources in the city. This occur as a consequence of the habitation by the irregular population in areas of permanent preservation, launching solid waste in non appropriated areas and, especially sewage launching in natura both from regular and irregular edifications, as well as in areas which it is collected and treated. Analyzing the three Municipal Master Plans was possible to observe that the urban streams were treated in different ways. Firstly, in the 1967 Master Plan, they were considered as obstacles for the urban growth, and the suggestion by that moment was the streams piping. In 1992, in the second Master Plan, it was suggested that those areas could be transformed in linear parks, however it did not happen, except for the implantation of a linear park in two areas of Madureira Stream, near the headwater, because of its static more than because of the environment. Finally, as most of the purposes from that plan have not been done, in the Master Plan made in 2006, there were not new purposes. The non continual in the city management, the lack of financial resources and the lack of qualified people affect the implantation of those public policies in the city.
