RESUMO

This research offers an overview of the housing policies developed by the federal, state, and municipal governments in Petrolina/PE since 1964. The objective is to trace and document the formation of popular neighborhoods, beginning with the donation of land lots and the channeling of federal and state resources to those neighborhoods, while simultaneously considering the historical connections between local political elites and the principal figures in the state and federal governments. A spatial analysis of electoral behavior in the analyzed popular neighborhoods demonstrates a strong link between the receipt of housing benefits (particularly the donation of land lots) and the preferences of voters. In addition, the research also traces the impact of housing programs and upgrades following the donation of lots. This demonstrates a continuity in the distribution of benefits through time, resulting in strong ties between the leaders of neighborhood associations and the chief executives of the city. The conclusion is that the political gains and strength of certain parties and/ or factions had its basis in the housing benefits given to the population of the popular classes and depended further on the development of bonds and networks among the representatives of the neighborhood or dwellers associations. These political gains were solidified by continuous improvements to the donated lands by all subsequent mayoral administrations from 1977 until 2004.
