RESUMO
The Sistema Único de Saúde (SUS) (the Brazilian national health system) is a movement which has been in continual construction since its implementation, and which desires the inclusion of millions of Brazilians in one area, that of health, and to which, until recently, they were not permitted this universal form of access. It seeks, through its various principles and guidelines, to implement a new form of organization of the health services. Among these principles, the holistic approach in healthcare is a fundamental aspect of the search for quality healthcare for all. This study seeks to register the perceptions of managers concerning the holistic approach, and the way in which they view the relationship between this and the work process in dentistry. It is an exploratory study with a qualitative approach, which was carried out in a public health organization in a town in the South of Brazil. The subjects of the research were managers who form part of an organizational structure of the institution investigated. The methodology used was content analysis, according to the framework of Minayo; the data were collected through interviews that followed a semi-structured script, analyzed and presented based on the theoretical framework adopted. The following aprioristic categories were found for analysis: the SUS; financing of the system; human resources; the holistic approach; the work process in dentistry; promotion and prevention; welcoming, link and humanization. It was observed that the managers do not have a broad understanding of the Health System and its principles, and that the holistic approach is still not practiced in the health services in the way it should be. Thus, the holistic approach, as a guiding principle of practices, both managerial and in the area of dental healthcare, needs to be reaffirmed at the conceptual level, starting with permanent health education, and making decision-makers i.e. managers, more aware of the SUS way of thinking, so that management strategies take a direction that is governed by the concepts of the health reforms. We consider, finally, that for the holistic approach to be a constant feature in the work process in health, a joint effort is needed on the part of all those involved in this area, i.e. the health professionals, managers and users of the system, since the reorganization of the services is based on the production of care, where humanization, welcoming and networking are essential aspects in the consolidation of the Health System of each City, Region, State and Country as a whole.
