Passos e descompassos da Educação profissional : a experiência do turismo em Mato Grosso do Sul

RESUMO

This work contains a study on professional education offered to workers in tourism. The hypothesis guiding our efforts was that the professional training offered by public policy in PLANFOR does not attend the necessities inherent in the production process of this sector. To attain this objective, seven chapters was written. On the first chapter, we search to present the theorical and methodological bases of this research and what we got it was concluded with security, based on one line of thought clearly defined. To uncover the liberal bourgeois was the care of second chapter. In this chapter it was possible to identify the educational base on which arose the concepts and historical practice of the professional formation of Brazilian worker. On the third chapter, it was desired to draw the historical trajectory of professional education in Brazil discovering that, fundamentally, professional education offered to worker always needed of quality and consistence, being attached to the unique finality for which always served, that is, the necessity of attending demands of capitalist production way. It was analysed in chapter IV fordist/taylorist models of labor organization and flexible accumulation, the "new" logic of the system of capitalist production constituted since the 1970s. Distinction to the impacts of this mutations occured in the worker life and in the service sector. In chapter V we search to understand touristic activities in its concepts, ends and economic structure, uncovering its importance to income and job generation process. On sixth chapter it was presented the Public Policy expresses in the Plans for Professional Qualification of the State of Mato Grosso do Sul, oriented towards tourism and which were applied between 1998 and 2000. At this moment of the work it was possible to know the limits of professional education offered to this sector. On the seventh chapter it is the interview with an entrepreneur of the touristic sector of Bonito (MS), in order to listen a representative subject of this entrepreneural class about tourism as a business. Finally, the conclusion in which we point out the importance of worker in taking part, more than professional education itself, of the politic process that makes possible to lead his/her life in all sectors, the education inclusively.
