RESUMO

This study analyses the social repercussions of political mobilization as regards the environmental issues. These repercussions are examined in the context of the Brazilian s public electrical sector procedures and their strategies to deal with the social repercussions of their decisions. Presented as "accomplished fact", the investiment project allow society only a limited space for public debate in the form of public hearings on the Environmental Impact Report (EIR) for the investment projects. Based on an analysys of recent projects, the experience of social mobilization against the projects is linked to the need for widening the debate within the sphere of investment decisions
