RESUMO

The central concern of this research lies in the sphere of the relations between the third sector and public schools of the Federal District: how the relation of the public school with the third sector has developed? The objective of the research is to unveil the possible influences of the organizations of the third sector in the public school. The research has been conducted through a methodology of qualitative research. The organization type chose was based on a classification study that has been carried on by the Brazilian Institute of Geography and Statistics - IBGE. I have chose two public schools where actions of the selected organizations existed, in the year of 2006: a school of child education and one of basic education that endeavors to include in its education process pupils with special needs. The study of organizations and schools was made through instruments of document analysis and interviews. The collection and analysis of data aimed at identifying the relations of independence, contribution and performance between the school and the considered Third Sector institutions. The first chapter approaches the State in the neoliberal conception and appraises the Public Politics of Education, grounded on the relations between the State and Society, in a neoliberal perspective. Moreover, the chapter analyzes the inserted Brazilian State in the context of the productive reorganization, adding the description of the basic concepts implemented by the Reform of the State that has taken place recently, as well as the educational politics of the neoliberal model. The second chapter considers mainly the Third Sector. It focuses on how important the private/ public dichotomy is for the analysis of Brazilian educational politics. The empirical data are presented in the third chapter, first with the profile of the organizations of the Third Sector that takes action in the public net of education of the Federal District (DF). I proceed to characterize the chosen schools and organizations with respect to location, performances and specificities. This chapter closes with the actions of the Organizations and the impacts as perceived by the schools and the actors involved in the study. The results found disclose that the Third Sector is remarkably present in the Public Education of the DF; especually in the areas of infantile education and special education. Concerning the effectiveness of its intervention, the results are not entirely positive. While one of the chosen institution has a specific project and acts accordingly in pedagogical matters, thus making a positive contribution, the other institution does no more than execution of already established goals contributing little to the overall education process. The research also shows how fragile relations of the organizations with the schools are. Taking the effort in this direction of the first organization into account, one perceives that this relation is not properly appreciated by the public institution responsible for education in the DF. In the second organization, these relations fail to happen and there is no perceived interest in attempting to establish them
