O processo de difusão dos sistemas da qualidade ISO 9000 : estudos de caso em pequenas e medias empresas de Campinas-SP

RESUMO

The ISO 9000 standards, since its edition in 1987, have been adopted worldwide as a quality system reference. In Brazil, the adoption of ISO 9000 standards occurred at the same time as a series of economical and political transformations, which altered the domestic business environrnent. The quality systems certification was regarded by the govemment, media and firms as a sign of efficiency and quality. Even though, currently discussions considering the Total Quality management still question such standards range and limits. This work s hypothesis affirms that the implementation of ISO 9000 systems are a learning processo Since S:rvms face difficulties in accessing qualified labor, financial and technological resources, which are an obstacle to long term alternatives adoption, the faster and standardized ISO 9000 system may conform a viable solution regarding its capabilities upgrade. From this hypothesis, it is questioned in which extent these processes, when in development, contribute to a deeper organizational change in companies which initiated themselves to Quality via ISO. Thus, it was analyzed if the dimensions of the process through which the companies implement the system go beyond those required by the chosen standards. Moreover, the changes imputed to these processes in S:rvms ranges and limits are assessed. This dissertation concludes that the standards itself do not provoke such supposed comprehensive and deep changes in the companies. Furthermore, they do not intend to set standards to Quality nor even to quality systems. In fact, the standardization implements just the minimum process quality control requirements. The companies decision to implement practices which demand significative changes depends mostly on the options taken when they adopted the standards. In the case of S:rvms, the conduction of these processes have required the support of more specific programs as well as loans which payment conditions are adequate to the necessary period of time for certification. It was also verified that in these companies the main range noticed with regard to the implementation of ISO systems is the standardization and organization of the productive process activities. Considering its limits, the lack of a more appropriate approach to human resources management aspects is greatly noted
