RESUMO

The 1988 Federal Constitution of Brazil has created a propitious environment to the development of Brazilian citizenship, once the current legal channel allows the popular participation in the decisions concerning popular interest. It is the case of the water resources, which Federal Law 9.433/97 has declared the water as a collective good and stated that its management must count with the involvement of the civil society and the government in its own structure: Union, States, Federal District and Cities. However with the empowerment of the city dimentions, its citizenships are still far from the negotiation regarding this concern that is leaded by the historically remained of the politics elites. In order to observe one of the popular participation related to the water resources, the present is supported in the research aspects developed in the Belém River study basin, Curitiba, Paraná State. It identifies the interest participation degree in its management for the part of the common citizen residented in that area, since the problem of pollution observed there directly influences the quality of life of all the community. To elucidate the hypothesis proposed in the present study, beyond the bibliographical revision regarding the subject, 400 forms had been applied to the inhabitants of all the basin in study, in a homogeneous way, and carried through interviews as well with the representatives of the public administration, third sector, and academy. As a result, a low social cohesion was observed, a consequence of a local historical evolution, that limits the interest of the common citizen in participating of the ambient quality improvement in the basin studied here.
