RESUMO

Over the past few years the Brazilian EIectric Sector has started bringing environmental issues into the decision making process for new investments, transforming environmental probIems into a potentially limiting fador of its own expansion. The efforts to implement an energy conservation policy, though still ineffective, have increased in recent years. Our analysis of these two policies, spanning the Iast three decades, focuses on three aspects: the pressure of society, institutional factors and foreign loans. These three aspects influence the determination and conduction of these policies, but foreign Ioans, from multilateral financing agencies, have shown more effective practical results, through the conditionalities of the loan negotiation process
